From the President

Thank you for all of the member engagement over the last few months. We had a successful advocacy day back in March! Our group was able to meet with over forty legislators, and we will continue to work with them on our advocacy efforts.

We are working with MDHHS on our priorities, and we have had several workgroups started by members to continue to support each other in different areas. Our monthly webinars have been wonderful, and we hope you are able to participate in the coming months.

Access and Advocacy Committee Updates

We want to thank everyone who participated in the MiBAP Lobby Day, March 5th in Lansing. From all reports it was very effective. Our primary focus remains squarely on realizing the full 2025 Medicaid 97153 rate increase. We are also in preparation to meet at the end of April with MDHHS and PIHP Autism leads on provider relationships with CMHs. Lastly, we are eagerly awaiting the final ABA in Schools Bill to be introduced. Thanks again for all of your advocacy efforts.

Education Committee Update

The Education Committee has been busy planning webinars for 2025! The next webinar is scheduled for April 30, 2025. You can learn more and register below. If you are interested in joining this committee or have webinar topic ideas, please email membership@mibap.org.


Quality Committee Update

The Quality Committee has begun meeting again after a 3 month hibernation period. Topics of discussion included new outcomes measurement tools, specifically the CAQFL and AI Measures. Quality assurance procedures were also covered, including member sharing of processes for family satisfaction surveys. The committee identified a key metric of supervision quality, and how this is being evaluated in best-practice. The upcoming Quality Committee webinars were reviewed, including a July 30, 2025 session with Bryant Silbaugh & Jeremy Wilson on the National Autism Service Quality Network (NASQN) initiatives and opportunities for quality assurance.  An additional webinar was proposed to address the increases in misinformation around ASD, more specifically covering pseudoscience in the etiology and treatment of autism.

The QC has also been collaborating with the Advocacy Committee and MiBAP board to retain the services of the Autism Legal Resource Center. With the re-introduction of the ABA in Schools bill this year, the aim is to improve client access to ABA as a medically necessary service in schools. A letter of engagement has been signed with Dan Unumb, the president of the ALRC to help further the cause.

Severe Behavior Committee Update

Severe Behavior Committee has been doing some resource sharing and learning more about the various service and billing models different providers are using across the state. Goals for the coming months include brainstorming ways to document the barriers to treating this population (mainly financial) and tracking the time and resources it takes to adequately serve them to lobby for higher reimbursement rates.
